Dennis Otieno

Dennis Otieno is a Marine Scientist and Ocean Governance specialist with over eight years of progressive research, policy, and field experience across the Western Indian Ocean region. His expertise spans fisheries oceanography, environmental assessments, climate–ecosystem interactions, and blue economy governance positioning him strongly to lead complex, multi-disciplinary climate.

He has conducted more than 15 marine environmental surveys, led multi-ecosystem assessments covering coral reefs, mangroves, seagrass systems, and key fisheries habitats, and produced high-quality scientific outputs that inform national ecosystem-based fisheries management and regional climate adaptation frameworks. His technical strengths include oceanographic observations, GIS and remote sensing, marine ecosystem modeling inputs, data analytics, and scientific reporting.

He has worked extensively with Kenya Marine Fisheries Research Institute, international universities, and climate research networks, giving him a solid foundation in research design, baseline data acquisition, environmental monitoring, and impact analysis. As Co-founder and Program Lead at Ocean Nurture Network, Dennis has demonstrated strong leadership, securing competitive grants, managing multi-stakeholder partnerships, and supervising interdisciplinary teams.

He is also trained in Ocean Governance, Climate Diplomacy & Negotiations, and the Law of the Sea, providing the regulatory, ethical, and governance expertise essential for ensuring compliance with NEMA and international standards. Dennis holds a Post-Graduate Certificate in Observational Oceanography (Canada, Distinction), a Master of Science in Fisheries & Aquaculture (Distinction), and advanced training through global programs including NF-POGO, IOI, AGNES, KMI, and INCOIS. His research is published in peer-reviewed outlets, and he has presented at leading ocean science conferences in Africa, Europe, and Asia.
