Philip Mutio
Philip Mutio holds an LLM in Human Rights Law and a Postgraduate Diploma in Legal Studies from London Metropolitan University, an LLB (Hons) from the University of West London, and a Diploma (HE) in Applied Social Science and Policy Studies from the University of North London.
His academic background provides him with a strong foundation in legal research, human rights, and policy analysis. Philip has extensive professional experience in project and program management, human rights advocacy, and policy reform. He currently serves as an Associate Technical Consultant at Capital Strategies Kenya Limited, where he has contributed to the development, processing, and implementation of legislative frameworks such as the Wajir County Enterprise Development Fund Bill on behalf of USAID-KUZA, ACDI VOCA, and local government authorities. Prior to this, he worked with Africa’s Voices Foundation, supporting research, partnership mapping, and resource mobilization in governance and accountability.
At the International Development Law Organization, Philip directed the design and launch of programmes addressing people-centered governance, conflict prevention, and climate change resilience in ASAL counties. As the Platform Coordinator and Executive Director at the Kenya Civil Society Platform on Oil and Gas, he led initiatives focused on the transparent and equitable management of natural resources, engaging with energy transition, gender justice, and domestic resource mobilization.
During his tenure as Programme Lead Coordinator for Social Justice & Economic Accountability at Transparency International Kenya, he contributed to policy reform efforts across East Africa by reviewing and presenting key legislative bills and supporting the implementation of beneficial ownership regulations in Kenya and Tanzania.
